Outer Ring is perhaps the worst region in the game. As a 0.0 NPC region, everyone has access to all four of its stations, all of which are far apart. ORE stations do offer missions as well as coveted, expensive Mining Barge BPOs; as a result, all the undocks are perpetually camped for those billion-ISK drops, making mission running for the few shitty exclusive ORE items nigh impossible.
The longtime inhabitants of the region, NORAD, survived invasions by both Band of Brothers and the nascent GoonSwarm in large part because both alliances got bored and left as soon as the opportunity to take more valuable space arose. It does have two advantages-- the truesec is supposedly bugged, leading to higher-level battleship rats in places where they shouldn't be, and one of its constellations previously hosted a 10/10 static complex, which supposedly means that you can scan out 10/10s there more easily. Otherwise, a wasteland; since RISE abandoned the region to become a BOB pet back in January 2007, no one has bothered to claim it. Currently host to Cosmic Anomalies, and several faggot alliances and the bane of all industry-oriented pubbies.
